Scientific Promotions
Guidance, required documents, application procedures, and forms for academic promotion applications submitted through the College of Engineering.
Application guidance
Prepare the application as a complete set of documents. The department or centre and the relevant college committees verify the records and supporting evidence.
Applicant and academic records
- Promotion request: submitted by the applicant and approved by the department chair, centre director, or direct supervisor. It must state the applicant’s full four-part name.
- Declaration: signed and dated on the same date as the request and bearing the applicant’s full four-part name.
- Curriculum vitae: completed with the required information and approved by the applicant, department chair or centre director or direct supervisor, and the Dean.
- Scientific promotion form: completed and approved by the department chair, centre director, or direct supervisor.
- Educational qualification course: evidence of the teaching-methods and Arabic-language proficiency course, as required by the College guidance.
- University orders and degree records: bachelor’s graduation certificate or confirmation; official university orders for the master’s and doctoral degrees and the most recent academic promotion; and the title pages of the master’s thesis and doctoral dissertation in Arabic and English.
- For degrees obtained outside Iraq, include the degree certificate and the administrative order recognizing its equivalency.
- Previous promotion research: submit complete copies in their published form. For conference papers, include the conference proceedings and the conference cover pages requested in the College guidance. This requirement does not apply where the most recent academic title was obtained through a master’s or doctoral degree.
- Research plan: provide evidence that the research outputs submitted for promotion have been registered.
- Research profiles: provide complete Scopus, ResearchGate, and Google Scholar pages showing the applicant’s name, University of Baghdad affiliation, and research outputs.
Plagiarism screening and scholarly outputs
- Provide printed and electronic copies of the submitted scholarly outputs in their final published form, including journal and conference papers, review articles, community studies, authored books, and patents. For an accepted paper, provide the final version together with evidence of acceptance.
- Provide the applicant’s master’s thesis and doctoral dissertation, as well as those of co-authors and supervised students, for screening. If a co-author’s thesis or dissertation cannot be obtained, provide the required undertaking with the relevant details.
- For Table 1-A, the College page currently states minimum scores of 46 points for Lecturer, 52 for Assistant Professor, and 59 for Professor. Applicants should verify the applicable table and current instructions before submission.
- Research outputs must be submitted in complete printed and electronic copies. The College guidance allows no more than one paper in accepted-for-publication form; conference papers must be submitted in their published form.
- The submitted Table 1-A outputs must include at least one paper meeting Article 24 of the Scientific Promotions Instructions. Include evidence of acceptance and the journal or conference’s official cover page as applicable.
- A doctoral dissertation may be counted as a scholarly output only if it was not used previously to obtain an academic title. A supervised student paper may be included once where the student has graduated; include the supervision and discussion orders.
- Table 2 covers authored books, conference papers, scientific studies, review articles, patents, and other activities under Scientific Promotions Instructions No. 167 of 2017. Provide supporting records for each activity and the separate endorsement required from the Assistant Dean for Scientific Affairs.
The College guidance also refers to the Research and Development Directorate circular No. BT 4/934 dated 22 January 2025 for Table 2 activity requirements.
Upload clear PDF files in the corresponding fields of the electronic system. The College guidance identifies the following records:
- Completed and approved scientific promotion form.
- Promotion request set: request, declaration, bachelor’s degree record, title pages of the master’s thesis and doctoral dissertation in Arabic and English, and ResearchGate and Google Scholar profile pages.
- Previous academic title: the university order for the previous promotion, where applicable.
- Service continuity certificate and service summary letter.
- Completed and approved curriculum vitae and the official master’s and doctoral degree orders.
- Current research outputs: link to each journal paper and a PDF containing the complete paper, acceptance evidence, and the journal cover page. For a student-derived paper, also attach the supervision and discussion orders.
- If a doctoral dissertation is submitted toward Table 1-A, upload it to the applicant’s ResearchGate page and provide that ResearchGate link in the system. Follow the same procedure for a dissertation used in a previous promotion.
- Previous research outputs: provide the journal link in the system.
- Activities: one PDF per activity, containing the Assistant Dean for Scientific Affairs’ endorsement and the activity’s supporting records. For external paper reviews, the College example calls for a separate PDF for each reviewed paper, with the endorsement and its review acknowledgement or certificate.
- Performance evaluation: PDF evidence from the College Quality Assurance Unit for the required years and academic rank.
If a required document has no dedicated field in the system, the College guidance permits attaching it to the promotion request file.
The department chair creates the applicant’s account after receiving the request. The applicant uploads the required records and submits the application to the department chair for review. Incomplete applications may be returned or declined with the reason recorded in the system.
For applicants whose specialty aligns with their home department, the chair arranges the scientific and electronic screening, obtains journal-quality reports through the Assistant Dean for Scientific Affairs, and presents the screening results and application file to the department’s scientific committee. If the requirements are met, the required review records, committee minutes, and specialty and research-pathway details are uploaded to the system. The application is then referred electronically to the Subcommittee for Scientific Promotions.
When the applicant’s specialty is outside the home department but aligns with another department in the College, the home department coordinates the scientific screening and committee review with the relevant department and receives its reports and minutes before completing the electronic submission.
When the specialty does not align with a department in the College, the home department coordinates with the College Subcommittee, which may refer the file to the relevant college for scientific screening, journal-quality reports, committee records, and expert assessment where required.
Review arrangements depend on the applicant’s specialty and the applicable instructions. The relevant department or committee will advise on the route for each application.
