The College of Engineering at the University of Baghdad hosted the public defense of the PHD student AWS SALWAN NOAMAN from the Civil Engineering Department for his dissertation titled ” Proposed model for Iraqi housing policy” on Sunday, October 27, 2024, in Dr. Khalid Shaker Hall in the Civil Engineering Department, under the supervision of prof. Dr. Hatem Khaleefa Breesam.
This dissertation develops a framework for modeling housing crisis solution that include integration of housing strategy model aims to make strategic decisions and choose appropriate strategies, with considering the sustainable development criteria (environment, social, and economic). Strategic management is modeled using SWOT model to identify affecting factors on housing sector in Iraq, classify these factors to external factors (opportunity and threats) and internal factors (Strength and weakness) then propose an eleven alternative strategies using SWOT matrix model
A conceptual strategic sustainable model developed through three main phases which are development, implementation, and monitoring involving sustainability activities related to housing sector through each phase to achieve the final proposed Integrated Strategic Sustainable Housing model (ISSH) which assist the policy-makers in the Iraqi government, and planners exploring the interrelation, interdependencies, and interventions of sustainable topics associated with housing sector toward development of sustainable housing solutions.
Based on the results, recommendations were:
1- Adopt the proposed integrating strategic sustainable housing model by the government to develop and update the housing strategies in Iraq and achieve a medium-, and long-term sustainable solutions to the housing shortage
2- Oblige the municipal authorities and housing departments in the governances to prepare a periodic housing plan and current housing posture evaluation including housing stock available, housing production, housing projects under construction, and the evaluation of sustainability housing model implementation
3- Improve the investment environment to encourage the financial capitals (national and international) to invest in the housing sector and urban development sector with adopting sustainability dimensions requirements and set a target (sustainable housing sector).
After the scientific discussion by the esteemed members of the examination committee, listening to the researcher defense, and evaluating the thesis, the researcher was awarded a PHD degree in Civil Engineering/Engineering Management.
