The Department of Computer Engineering at the University of Baghdad, under the auspices of the Dean of the College of Engineering, Prof. Dr. Ghassan H. Abdul-Majeed, and in cooperation with the Continuing Education Unit, held a seminar entitled:<\/p>\n

“Artificial Intelligence in Iraqi Higher Education: From Enthusiasm to Implementation”<\/p>\n

The seminar was presented by Asst. Prof. Dr. Ammar Adel Hasan on Monday, October 26, 2026, in the department’s discussion hall, and was attended by a number of faculty members and staff from various academic departments. It offered an analytical reading of the first edition (2026) of the “Policy Guide for the Use of Artificial Intelligence Tools in Scientific Research,” issued by the Ministry of Higher Education and Scientific Research, Research and Development Directorate, and circulated to Iraqi universities in March 2026. The seminar opened with an introduction to the growing role of generative and analytical AI tools in scientific research, the opportunities they offer for improving research efficiency, and the risks they pose to originality and academic integrity, such as fabricated information, fictitious references, and data leakage.<\/p>\n

The seminar aimed to introduce the guide and its governing principle: full academic, legal, and ethical responsibility for the research lies with the researcher, regardless of the tool used. It also covered the guide’s position relative to international publishing policies, particularly those of the Committee on Publication Ethics (COPE) and the Institute of Electrical and Electronics Engineers (IEEE); the types of istilal (the guide’s term) and their risk levels; permitted and prohibited uses; the disclosure mechanism using the approved form; the responsibilities of the researcher, the supervisor, and the university; and the violations and their penalties. It further presented applied cases from College of Engineering research and a critical reading of issues that require implementing instructions. The seminar concluded with several recommendations, including:<\/p>\n

1- Disclosing any use of AI tools in preparing a research paper or thesis, including language editing, using the approved form attached as an appendix to the thesis or paper.<\/p>\n

2- Ensuring human verification of all tool outputs and never citing a reference that the researcher has not personally consulted, to avoid fictitious references.<\/p>\n

3- Not entering confidential or unpublished data, including laboratory data and theses or papers under evaluation, into external AI tools.<\/p>\n
